Jigme Datse Yli-Rasku 84bb8a79d7 Updated 2 column to using multicol
Previously was defined in the document, and one of my tables was not
going to work with the 2 column format.

This makes things a little more difficult to work, but it currently is
working well enough.  All floating elements must be full width.  I can't
find a solution to this.

Just got the journal to have some info in it.  Makefile may be the `make
clean` that I fixed.
